college education.Job Description:Position Overview:Responsible for
directing and supervising accounting, auditing, accounts payable,
grants, revenue analysis, payroll, and student billing functions.
This includes developing, implementing, and auditing policies and
procedures to ensure the integrity of the functions according to
state and federal regulations and guidelines and generally accepted
accounting principles and practices.Essential Functions:Direct and
administer the operational activities of the Comptroller's office,
including general fund accounting, payroll, financial data control,
revenue analysis, and other associated functions. Revenue analysis
includes restricted funds, student accounts, federal and state
grants, and plant funds;Oversee periodic financial closings and
fiscal year-end closings, along with related financial statement
preparation. Coordinate the annual audit of the college's financial
statements.Direct and coordinate Federal and State on-site audits
as needed.Delegate responsibilities and provide direction and
instruction to staff; develop and maintain internal control
procedures necessary to ensure college assets are protected and
accounted for; provide leadership for student accounts receivable,
including revenue collection and reconciliation as required.Audit
financial systems and subsystems to ensure accuracy and compliance
with internal, state, and federal reporting requirements. Assure
consistency and reconciliation with the Massachusetts Management
Accounting Reporting system and Colleague system;Implement
procedures mandated by the State Comptroller, Board of Higher
Education, and other regulators, including the filing of mandatory
reports with State and Federal governments.Responsible for the
preparation of various accounting reports as requested by college
management;Oversee the cash position of the college, including
transfer of funds to maximize interest earning while avoiding
overdrafts. Ensures timely drawdown of Federal grant funds.Review
operations on an ongoing basis, reporting to the supervisor any
findings or changes that may impact decision-making or forecasting.
Make effective recommendations to supervisor as to any corrective
actions needed;Administer the Commonwealth's payroll system. Ensure
appropriate funds to cover payroll costs not covered by the state
appropriation;Direct the preparation of the Spending Plan for the
State's Budget Bureau;Responsible for processing 1098's and 1099's
in compliance with IRS regulations. Administer and oversee BCC's
installment payment plans;Serve on internal and external
committees, groups, and professional associations in the field of
endeavor;Hire, utilizing search committee as appropriate, ensure
training and instruction of staff; assign and check work; establish
performance expectations as to college's policies, procedures, and
work responsibilities. Monitor and evaluate performance; provide
feedback to staff and make practical recommendations to supervisor
and Executive Director for Human Resources regarding personnel
issues affecting the team;Act as the department's Security Officer
in the administration of access and control to the Commonwealth
programs and systems residing on their intranet;Emergency Response
Management Team - An active member of the Emergency Response
Resource team, coordinate fiscal operations in the event of a
campus emergency;Provide leadership regarding business and finance
best practices and procedures regarding change implementation for
the Colleague system and Ellucian modernization project;Perform
other similar duties as responsibilities necessitate or as
requested by the supervisor.Requirements:Requirements:Master's
degree in Accounting or Master of Business Administration with a
minimum of seven to ten years of experience in a related work
environment with progressive responsibilities, preferably in public
higher education or the public sector; or an equivalent combination
of knowledge, skills, experience, and education.Desired
Characteristics: Extensive experience with MA State accounting,
payroll, and archival systems, including MMARS, HR/CMS, and
CIW;Ability to maintain strict confidentiality of the Department's
financial, student, and employee records. Experience managing and
motivating staff members in a fast-paced environment while
controlling intradepartmental errors and maintaining a high degree
of motivation within the department while operating in a
high-volume environment under tight deadlines;Familiarity with
Colleague management information system;Licensed certified public
